Yesterday, members of the Women’s Economic Forum (WEF) and collaborators from civil society met with the Minister of Finance, Labor, and Transfers, Hekuran Murati, and Member of Parliament Mimoza Kusari Lila, to discuss the Draft Labor Law, with a focus on the provisions regulating maternity leave, paternity leave, and parental leave.

Representatives of WEF, the Kosovo Stability Initiative, and the Friedrich-Ebert-Stiftung Foundation, with the support of about eighty other civil society organizations, presented a joint model of these leaves and calculations of this model regarding the cost to the Government of Kosovo.


WEF emphasized that the cost of payments for maternity, paternity, and parental leave should be borne by the Government of Kosovo, with the aim of preventing gender-based discrimination against women in the labor market and increasing their participation in the workforce.

Minister Murati expressed his readiness to cooperate between WEF and the working group within the ministry. The civil society proposal represents a transitional phase until the establishment of a social insurance fund, which Minister Murati confirmed and said will begin with drafting the law in 2023. Minister Murati also presented measures taken by the Government of Kosovo related to improving the welfare of women and children. He also introduced some of the new measures that the government will undertake and expressed willingness to cooperate with civil society not only in drafting the law but also in implementing and designing new measures. Minister Murati further expressed openness to cooperate with the Women’s Economic Forum in empowering women in rural areas and women from ethnic minorities living in Kosovo.

After a lengthy discussion on many topics related to women’s economic empowerment, it was agreed to cooperate in the assessment of the 2023 budget from the perspective of gender-responsive budgeting.
